secured link to iTunes Store failed

Reinstalled iTunes on Windows 7 only to find it cannot connect with the iTunes store.  I've run the diagnoics offered in iTunes and reach the step where it tests the connection to the store it fails.  When I click on help button, I get a blank pop-up window.

I've run "netsh winsock reset" with no result.

Help please!
