iCloud storage says it is filled with docs, but...

I cannot backup my iPhone as iCloud says it's out of space. When I go into iCloud settings I can see Docs are using 100% of the space. In fact on my laptop, it reports to be using 6.88 GB out of 5 GB! When I go into Manage, the listed docs only total a few. Therefore I am unable to recover the lost space. There must be a glitch with the space allocation. I have already disabled the space-hoggers such as photos and previous backups. What can I do?
