Photos taken or imported then take time to load...

Trying to figure this out. When I take a photo on my iPad or iPhone, or import DSLR photos to my iPad they aren’t readily available for viewing and editing. I think I might understand what is going on but wanted to make sure.  I have iCloud Photo Library turned on and Optimize iPad/iPhone Storage turned on due to the sheer number of photos and videos i have on my devices (a LOT).  So when I take or import a photo, is iCloud Photo Library uploading the photo to my iCloud, then deleting the full resolution local copy and keeping a smaller/optimized copy on the device.  Here is where my understanding gets shaky.  As I go through my photos, each takes about 5 seconds to load from a blurry looking version to a clear version as a small white loading circle loads. Is the clear photo that shows up when the loading wheel is done indicating that the full resolution photo has been loaded from the cloud, or no?  Also when I edit the photo, i get ANOTHER 5 second or so wait as the white loading wheel does its thing.  What exactly is going on during these loading times.  Why are my photos not just ready to edit/view immediately?
