my MacBook Air 's battery does not last 'all da...

Generally,it lasts around 7-8 hours of wireless web (with light surfing and occasional youtube videos).

it certainly doesn't last 12 hours of wireless surfing.

besides it charges too quickly (20% - 80% 1 hour 15 minutes or so).

is this a situation to worry about?

No. Apple tests the battery life of its products with the screen on 75% brightness, a web browser with a simple webpage open (playing videos is usually demanding on the battery), and a word processor open. Nothing else is running.

Most real-world use cases will be more intensive than this so it is not uncommon to get battery life less than that spec. 7-8 hours is still a long time.
