Issue w/ iOS 11.0.3

iOS 11.0.3 was dowloaded on my ipad mini. Since then I've noticed that visiting my usual websites the page is constantly reloading, unusual for me. I restarted the iPad, it did address the issue. I'm concern that if I upload it on my iphone  7 plus it will also cause issues. I know of another iPhone user who was sharing her issues since the new update.

as part of apple's continual efforts to update its iOS, would this prevent any issues with my phone going forward if I refuse to accept at this time?

You do not have to upgrade iOS if you don’t want to. Note, however, that minor “point” updates are issued to resolve bugs and add security, not make major changes like full iOS upgrades.
