Updated IPad software and still unable to text ...

Can not text android phone numbers using iPad.

In order to text to an Android phone from your iPad, you'll need to pair it with your iPhone. On the phone, go to Settings>Messages>Text Message Forwarding and select your iPad. Follow the on screen instructions.
