Apple Profile Manager

Hi,  We are running OSX10.12.6 with Apple OSX Server 5.2.  All has been running great.  We use Profile Manager to manage iPAD's and push apps from the VPP.

Some of the students at the school have upgraded the iPAD's to Version 11.0.  When the iPAD's now start, they want the user to accept the Terms and Conditions but this option never shows.  I believe the iPAD needs to have the Allow Modifying Account Settings restriction enabled (it is currently disabled), to allow the accepting of the terms.

When I try to modify the restrictions in Profile Manager, and push the settings to the iPAD's, certain restrictions work, but the Modify Account Settings and Modify Device Name have no effect on the iPAD.
