Ipad2 not recognizing my iCloud setup

How do I get my device to recognize my iCloud account? I upgraded my IPad 2 to 11.0.03. In settings I am signed into iCloud but when I try to go to iCloud.com, it reverts me back to apple.com telling me to set up iCloud? Bascially I can’t get into iCloud to work on my photos. Very frustrating.

I understand that you're trying to access your iCloud photos, and I'm happy to help.  iCloud is not accessed via the web on iOS devices.  Instead, you must access your iCloud photos using the Photos app.  Here is an overview of Photos for iPad:
