Compose mail from desktop

Does anyone know how to make an icon/link you can save to your desktop/dock which will automatically open a new Apple Mail message draft? I used to be able to save a text edit file named mailto.mailloc but that seems to have broken under High Sierra (works on some machines but not others?).
