Early 2008 iMac Won't Start in Recovery Mode

I have an early 2008 iMac (24 inch) running El Capitan 10.11.6.

I am trying to boot camp it and run Windows 7 32-bit. However, in order to do this I have to edit a file called info.plist. However, my Mac won't allow me to edit it even after trying multiple solutions like editing permissions, as I get the message "The operation can't be completed because you don't have the necessary permission." I know I can get around this by entering into recovery mode and disabling the System integrity, but I can't seem to enter into recovery mode. I can press option while booting up and I am able to select my Recovery HD but I can't access the Utilities thing. Why does Apple feel the need to restrict me in what I can edit on my own computer?? I really don't understand the logic here. I can't even edit the file with Xcode. I am becoming really irritated because I have boot camped this exact iMac before, granted before it was running this dumb new OS X.  Can anyone help me to edit this file or find a way to boot up my iMac in recovery mode?
