iCloud pictures

I can’t access my photos in my iCloud and my phone isn’t letting me see them. I used to have an app or something that let me see what was in there. I tried going into my settings and looking for iCloud and tried turning in my photo stream and nothing happened. Can anyone help me with this please?

Did you look for syncing in Settings/Your Name/iCloud?
