they took money with no product given

I did purchase with game for (gems) In my game,
and I got payment deduction and I didn't receive any (Gems) for my game,
I feel like I was stolen.

Did you first contact the developer of the game ? If you did and they can't or won't help you will have to wait until iTunes Support reply.
