It's gone into recovery mode, you need to do as the image implies i.e. connect the iPad, by its cable, to your computer's iTunes, that should recognise the iPad and let you reset and restore it

Try re-posting in the iTunes For Windows forum on here (iTunes for Windows), it's possible that the iTunes installation didn't work or one of its services isn't running
