Share iCloud storage plan with family! How?

Maybe some one know how to share an iCloud 200Gb storage plan with family on iOS 10.3.3/ macOS Sierra Version 10.12.6/ ICloud or some whare elss. I tried to find the way, but for me it looks like there is no such option available yet, just promotion.

It’s not enabled yet. Family Sharing of iCloud storage will be available when iOS 11 and macOS 10.13 are released later this month.

It is my understanding that the person who is buying the additional storage needs to be on iOS 11/Mac 10.13 before they can invite other family members to share storage, however, the people they invite to share the storage do not necessarily have to be on iOS11 (ie a device that is too old to update to iOS 11 can still share storage as long as the person buying the storage can). I may be incorrect in saying so, however, I saw on another question someone answered that they were sharing storage with their child who had an iPod that could not go to 11
