HD shows !

HI,

My Mini shows  ! on the partition and I cannot get rid of it or clone it with my present macOS High Sierra from TM or the HD.

I restarted with Recovery and it does nothing with the !  The partition had Sierra on it the last time I looked but that is gone and I have no install of Sierra that is not too old according to the message that pops up when I try to install it on the old partition.  The partition that holds high sierra is small and I want to make it my only Partition but the system won't let me.  What happened to the old os?
