iCloud new Terms and Conditions not opening

I updated the operating system on my iPhone 6.  As I went through the steps to use the phone I kept getting a message telling me that I needed to accept the new iCloud terms and conditions. The two options are View Terms and Not Now.  Every time I click View Terms it does not open. The status circle keeps moving and nothing  happens.  When I click Not Now, the message keeps popping up on my phone. I can't do anything else on the phone beacuse the message keeps popping up.  Can someone tell me why Terms and Conditions isn't opening so I can accept?
