mac mini hung updating to high sierra and I can...

I downloaded the installer to my late 2012 Mini w/8g ram and an OWC Maxistack (5TB drive, USB 3, DVD, SD Card and Firewire 800).

I don't have the ability to restore from the Internet.  The Ø comes up after the Apple - only T target mode and hardware test startup keys work when booting. With Targetdisk mode I can see the system and files - and I can move them - whatever.  I have tried to transfer a different download of the installer to the internal drive and I think thats how I killed the restore and overwrote a "blessed" folder. My bad.

So, what to do? I had a nice, current Drive Genius restore thumb drive - but It will not boot.

The mini had been running El Capitan before I ran the install.  I may or may not have a good time machine backup where I'm making the transition from a stack of external drives hanging off of a time machine to a Synology DS 1615+.  This mini was dedicated to scanning paper and photographic slides.  Some of the software running on it may or may not run under High Sierra.  Most, if not all, of the data is stored elsewhere - albeit that I know the keychain has notes that do not exist elsewhere.

What to do? Try to install from an external drive? Cannot boot from any external device. Hardware test is fine.
