How can I see my offline iPhone's last known lo...

My iPhone was stolen yesterday and there is still 2 hours left before the 24h deadline, but it only shows "offline" in Find My iPhone. Send Last Location was turned on. WHY can't is see it's last location???

Don't tell me about play sound etc.
