Mac Photos iCloud File not "connected" to iClou...

I recently had to create a new profile (user) for my Mac and I moved the Photos library file over to my new user directory. I was able to open the Library under Photos in the new user however when I check that I want iCloud Library the Mac or iCloud doesn't realize my local file is already a mirror of the library since all I did was move it under a new user profile. I am signed into iCloud as the same apple user name. I know this because when I check the box, Apple tells me I don't have enough iCloud space for the "new" photos library file which of course is already there for my IOS devices.

 

The easy fix would be to delete the local file and just check iCloud Sync for Photos and let it download a new local Library file. However I would lose all of my faces since those are stored locally. It seems I would need to delete the online library and from my IOS devices and then let me Mac one reupload and populate to my IOS devices.

 

Any way to tell iCloud/Mac that my local file is the original one I was using connected to iCloud and just "merge"?
