Why is my credit card invalid whenever I try to...

Lately I've been having difficulties with downloading or updating apps,because whenever I try to do that,my credit card is declined.It says that I have a billing problem with a previous purchase,but the thing is, I didn't buy anything out of app store.What do I do?

I have tried everything,from inserting other credit card data to making new ID accounts.
