My mum recently passed away and i have her old ...

1. Original Apple purchase receipt

2. Death certificate, and other legal (will) document(s)

3. Make a genius bar appointment with Apple with your Photo ID.

Your only option is to "try" to see if you can show proof that the iPad belonged to your mum, and prove to them that she passed away, they MAY help you.  There is no guarantee that they will, and if they don't, there really isn't anything that you can do.  Unless you can "forgot my password" if you try to log on to Apple.com and answer the security questions that she used if you know what the answers may be.
