The Boundary Problem

This is more of an observation than a question. One of the things I imagined before buying the Apple Watch Series 3 w/ LTE was that I would finally always have access to things like my HomeKit accessories. After all, if I'm within Bluetooth distance of my iPhone, it will talk through that. If the iPhone is out of range, it will talk through the wi-fi, and if I'm away from the wi-fi, it will talk via LTE.

It all sounds great, but how does it work in practice? In my experience, the system works at the extremes, but it fails at the boundaries. That is, if my iPhone is upstairs (more than 30 feet away), and I ask Siri to do something, the watch chokes. Apparently, the iPhone is close enough that the watch wants to use Bluetooth, it's it's just too far to actually do so. Similarly, if I am two or three houses away, the Watch tries to stick with wi-fi, but is really too far. One would think that it would be designed, if the first option fails, to fall back on the next, but it doesn't seem smart enough to do that. Do others experience this too?
