Cant recover browsing history error message ...

Trying to recover browsing history.  I go to time machine scroll to click the date i need and get error message.

“Time Machine” can’t be modified or deleted because it’s required by macOS?

This is happening when you click  Restore? What are the permissions on the external drive? Do a Get Info (command - I) to see if you have read/write permissions. Check for an Ignore ownership option.
