Clean install problem

Im trying to do a clean install of El Capitan on my MacBook Pro (mid 2009). I restart while holding Command and R keys and when the windows open i can only use the arrow, shift and tab keys. i can get the the page that has the install button but can not highlight or select it. I have a similar problem when entering the disk utilities and attempting to erase old disk. I can select the disk but am unable to access the erase button using the keys available to me (I have a boot usb with the operating system on it plugged in).
