spotlight not looking in mail

hey guys,

running 10.12.6; had a major meltdown and had to rebuild the computer. most everything is working (finally), but spotlight is NOT indexing mail. for either my mail.app client or my outlook (both use spotlight). I have tried everything i can find: dragging my hard drive to spotlight/privacy, and letting it unindex, then reindex; rebuilding user profiles; begging and swearing....please, does anyone know anything else
