How to get refund for magazine subscription app...

I have a years-old subscription to DISCOVER Magazine (an app in the App Store) which auto-renewed in Oct 2016. But since Mar 2017, the app crashes immediately after launch so I have not been able to view any new issues and I have no access to years of past issues.

I complained to DISCOVER customer service who claim they have no control over the App Store app.   They told me to download the Zinio app, resubscribe to DISCOVER from there, and basically, forget about my previous iTunes subscription and past issues.  Here's their actual reply:

Thank you for contacting DISCOVER Customer Service.

When you purchase a subscription directly through us we use Zinio to read the issues. When you purchase directly through your device and like you have you go through iTunes and Androids go through Google Play and so forth. Since you did not purchase directly through us we have no control over how iTunes handles their subscriptions and we apologize for this but they are their own vendor. The iTunes app cannot sinc with the Zinio app. They are two separate vendors. We offer the magazine downloads through Zinio. The iTunes app is ran by Apple. If you need further clarification please give us a call at 1-800-829-9132.

So is this true?  App Store magazine apps are developed and maintained by Apple, not the publisher or content owner?  Who am I supposed to complain to about an magazine app that hasn't worked in 5 months?  How do I get a refund since the Oct 2016 renewal transaction is more than 90 days old (too late to "Report a Problem")?

Any help or comments would be greatly appreciated.

The iTunes Store app is run by Apple, any apps (including magazine apps) available within the store are the responsibility of that app's developer.
