How to restore my contacts?

So I accidently deleted my contacts from iCloud.  I was trying to get rid of all the duplicates (even after I merged them) on my phone.  But didn't realized when I pushed delete they would take them off my phone.  Is there a way I can use timemachine to restore my address book?

Bring the Contacts or Address Book window forward, then enter Time Machine and scroll back to a snapshot that includes the contacts you want to restore. Select the contacts and click the Restore button in the lower right corner of the screen.

Read the complete thread, it's fully explained. If you have not backed up your computer then you are about to learn why doing so is essential. Without a Time Machine backup,  your contacts are gone.
