What is the exact text of the message/prompt that you are getting ?

It doesn't matter whether the app you are trying to download is a paid purchase, free or just an update, before you can proceed you need a valid method of payment entered into your payment details in iTunes.

If it is a free app, Apple will not take money from you.  Your account details prove that you are the person who will receive the App, no more.  Read this document which explains the circumstances when a small amount may be taken for a few days to validate the account and then returned.  No more than that.
