Do I need to retain iOS apps in Mobile Applicat...

From iOS 11, my iPhone and iPad should download apps from iOS App Store directly. There should be no dependence on iTunes to keep my App purchases.

are there any reasons I shouldn't delete those apps in the iTunes Media/Mobile Applications folder on the Mac?

Yes. They might be removed from the iTunes Store without notice, or eventually updated there to versions incompatible with your devices.

If you're short of space, ones which can be redownloaded are best stored on an external drive.

Thank you Niel.

My concern is the speed for TM recovery.  Recently a Mac Mini Server failed upgrade to High Sierra and I need to use Time Machine Restoration to restore the whole HD (including macOS Sierra).  I am thinking if I can purge those 100+ GB of iOS apps from each user accounts, I can free 500GB and make the plausible TM recovery process lean and faster.

Can I just select and copy those apps from the Mobile Applications folder to an external HDD? How can I use them in case they (e.g. older version of an app) are no longer be found on the iPhone App Store?  Is there a way to install what apps I needed back to the iPhone without going thru the iTunes?
