how to get messages working on mac while traveling

I work a lot in a pretty remote location in the western Pacific that has spotty and slow wifi access. In the past, I've had no problem connecting my Mac or my iPhone to the network and using iMessage to communicate back home. Now, my phone connects with no problem,  but my Mac treats all texts as SMS-style (green bubbles) and no messages get out. The iPhone always stays in airplane mode with the wifi on. Is there anyway to get my Mac working again with iMessage? I'm hesitant to disconnect from iCloud since I get that dire message that all info will be removed from my Mac and I will have to download it again. I've done the usual reboots but fear this new behavior on the Mac is tied to the 2-factor authentification of iCloud or something else that I can't deal with while working remotely.

 

I'm running a MacBook Air with 10.12.6 and the iPhone is running 10.3.3
