How do I ad a language to Mail spell checker in OS Sierra?

The settings are System-wide, not specific to any one app.

System Preferences > Language & Region > click on the “ + “ sign below side list > select the language to add.

System Preferences > Language & Region > click the Keyboard Preferences button > add the language keyboard here.
