storage on iPad Air shows amount used 23.71gb w...

Storage on my iPad Air version 10.3.3 shows 23.71gb used & 4.5gb available. However, after adding all mb's of my apps, they only total 3.3gb. This means I should have about 26gb available, not 4.5. What can be done to correct this?
