Email transfer from one MBP to another

I am trying to move my Mail accounts to a new MBP. I have found the Mail folder in the "hidden" Library plus the com.apple.mail.plist in Preferences and have tried three times to get it to work. I'm hoping that someone here can help. Please don't tell me to copy the Mail Folder and the com.apple.mail.plist to the corresponding folders on the new MBP. It doesn't work.

Copying FROM MBP 17" Mid 2009 El Capitan 10.11.6  TO  MBP 13" 2017, two Thunderbolt 3 ports Sierra 10.12.6

If the 2009 MBP Mail app is set up for IMAP, you can simply create the same Mail account on the 2017 and it will populate with the same emails.
