Cannot signed in into icloud account.

I have a question regarding my icloud account. Sadly, after i managed to update to IOS 11, i cannot signed in my icloud account each time it requested for a password. I put the same password as my itunes account but unfortunately it does not match. I checked the password for itunes and icloud account is the same but why it does not match each time i entered the password. Also, i cannot accept the new terms and conditions of the icloud each time i clicked on it to accept the terms and conditions, it will take to load so long. I really look forward for the answer and help. Thank you.
