Playlists on iPhone in different order to iTunes

I can't find any recent updates on this subject. I'm using iTunes 12.2.6.20 and this issue is driving me nuts. I have a playlist in iTunes which I add to (manually) now and again. The order in iTunes is how I want it on my iPhone but when I sync I end up with a different order on the phone. The new items don't even appear at the end of the list on the phone, they insert (apparently) randomly. I've tried right-clicking on the playlist in iTunes and selecting 'copy to play order' which has done precisely nothing.

Am I missing something? This has been a discussion topic from as far back as 2009 from what I can see but I can't see a fix.

Any advice would be much appreciated.
