My APPLE ID was disabled not for security reason

I hope to make an in-app purchase in a game. The game I download from CHINA app store, because I used to play the game in China region. Now I'm in US, I wanted to pay it with my newly issued Chase debit card. But it doesn't work.

I call the Itune support and tell them my situation, they didn't solve the problem. And they disabled my APPLE ID. I again call Itune Support, it doesn't solve either. So what should I do to recover my ID. What information should I present to itune support if I made a call twice.

Does anyone who have the same problems?

Apple ID Has Been Disabled

1. If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled
2. Apple ID Disabled
3. Apple ID is Disabled - Apple Club
4. Apple ID- "This Apple ID has been disabled for security reasons" alert appears
5. If your Apple ID is locked - Apple Support
6. Contact Support
