★ Starting over with contacts

I have 24,000 contacts on my 6s and want to start over.   I've exported them to an xls file and got that number down to 1000.  Can I go into iCloud to wipeout the 24K and then import the xls/csv file? If so, how do you import that file? Does it matter if I'm using 4 email accounts on my phone as far as keeping just those 1000 contacts that i want?  Thanks in advance!
