iPad not backed up

My wife has a family sharing account with iCloud holding 42.1 Gb of 200 GB used.   This is the amount that shows up on my iPad's "Manage Storage" setting (iOS 11.0.1).   I leave it to back-up over night, but nothing appears to happen, I still get the notice that I haven't backed up.   I plugged it into my Mac and told iTunes to back it up to the iCloud.   It appears to try for a few minutes, but without notifying me, gives up.   I can back it up to my Mac, but would like to have another backup to the cloud.   My iPhone has a backup both places.

I get no error messages.   The only clue I have that the backups fail is the message saying I have no backup.

How do I trace down the trouble?
