Credit Card Blocked From Installing Apps

I'm credit card blocked from installing apps, & I know how to fix it, but I might be getting a new phone. My question is, if I get a new phone, & sign up with this same Apple ID (that credit card blocked), will I still be blocked from installing apps? Or is that just on this device? Please help. Thanks! (:

What do you mean by 'blocked', what happens when you try to use it ?

 

A card is linked to an iTunes account, so if the card's not being accepted on the account it won't be accepted on whichever device you use that account on, it's not device specific.

 

Depending upon what exactly you mean by 'blocked' (e.g. if you mean that you are getting a declined message for the card) have you tried just logging into the account (not when trying to download something) and seeing if you can remove the card (if you can remove it you should be able to download app updates and other free items) : Change or remove your Apple ID payment information - Apple Support (and, depending upon what you mean, you could try re-entering the card's details from scratch and see if it's then accepted)
