iPad linked to different Apple ID

my son had an iPad that he purchased used a year ago. Suddenly it is telling him it is linked to another user ID. We tried 3 times to restore it to factory settings. It appears it works and then still says it is linked to another person's user ID. What do I do?

First, perhaps what you're describing is Activation Lock.  Be certain the iPad is not Activation Locked.

Turn off Find My iPhone Activation Lock - Apple Support

Then, thoroughly erase the iPad and start over.

You will then certainly not have this problem any longer!
