How to copy large iPhoto library from external ...

Hello - I have a large iPhoto library (185G) on an external drive.  I moved it there because I don't have enough free space on my Mac (140G).  I'd like to use iCloud as the back up for this file.    How do I accomplish this?

iCloud Drive isn't suitable for a backup, use another external drive.
