Firewall keeps turning off

Hello

I am running Sierra on a late 2016 13inch MBP. I have turned on the firewall and then clicked the lock icon to prevent changes. Recently I decided to use a VPN service and I find that when I enable a VPN connection it turns off the firewall. I want to ask if thats expected behavior. I was assuming the VPN client would add itself to firewall exceptions rather than turn off the firewall. Is this something to be concerned about? It would be a pain to have to manually turn the firewall back on after every VPN session. Am I missing something here?
