Two Step Authentication: I never activated it!

So apparently I activated two step authentication for my currently locked for security reasons Apple ID ages ago but I don't recall doing so at the given time that I apparently did activate it. Now my ID is locked, I have to enter a trusted phone number i don't know at all and I had to reset my iPad which was linked to said ID the other day and now I can't use it at all cause it's locked since I can't access my old Apple ID anymore!

Can anyone help me with this please? I live in the Maldives and we don't have an Apple store or an Apple phone line here and I have to call another country's Apple line which is very costly. Please, I just want to access my iPad again, if my account has been hacked they can get rid of it but I want my iPad back.

My iPad is an iPad 2, iOS was version 9 at time of reset.
