How do I downgrade to iOS 10.3?

Hello, I updated my iPad Air to iOS 11 but want to go back to 10.3.  I downloaded the previous version and tried to restore the iPad with the 10.3 version, now my iPad is only displaying the Apple icon and when I connect it to the PC iTunes asks if I would like to allow access.  However, when I click yes iTunes tells me to enter my passcode.  I'm unable to enter a passcode because my iPad is still on the boot screen, I have even attempted turning it off and back on.  Any assistance you can provide will be appreciated.

I'm sorry, but Apple does not provide a downgrade path for iOS. Because downgrading is unsupported by Apple we cannot discuss it on these forums.
