Apple forcing users to enter credit card details

Is it legal for Apple to force a user to enter their credit card details, even when not buying anything, but just to get a free upgrade on an existing game? How dare you disallow an upgrade until I update my credit card details? I can't even acces the option to click NO to credit card payments.  When was this made legal? I look forward to an urgent reply.
