MacBook air download issue

How do I fix the download problem on MacBook AIr. I can download no problem if  I log in as guest but not when I am signed in as admin/user. Message says no storage and requests documents be deleted to free up space. When I delete docs I still cannot download or save pdfs. The storage should not be an issue. There's plenty of space.
