iCloud Photos and Drive are not syncing with PC

Hello

I'm using iPhone7 and iCloud on my PC, after the latest icloud for windows update, the iClould drive and iClould photos aren't synced with the phone.

if I take couple of pictures, the numbers on the icloud system tray icon increased, but it freezes. same goes for icloud drive.

After reading previous threads regarding this, i logged out from icloud, reinstalled icloud, and as a frustration step, i completely formatted the whole PC and reinstalled it again. same thing.

running wireshark on my station shows a communication between me and any ip prefixes assigned to apple, but i'm not sure if those are icloud servers, nor I see any data flows, just some kind of KA messages.

please advice.
