Least expensive iOS device to activate iCloud

Have iTunes & iCloud (basic) installed on Windows PC

Tried to activate (full) iCloud, - but iPod Touch (2nd Gen & only iOS device I own) was rejected

What is least expensive iOS device to buy & activate/use iCloud?
