Payment and billing not working

I'm currently trying to update my apps and as well as downloading a FREE mobile game but it's been asking for my card number and when ever I put it in it say payment declined. It happens as well when ever I try to update my apps 

If you haven't run up a debt to the iTunes Store, choose None as your payment method instead of putting in the card number.

If you have, contact your bank, or put in a different credit card number, or buy and redeem enough iTunes Store gift cards to cover it.

I'm having the same problem, however I haven't purchased anything lately.

I downloaded a free app a few days ago - this message didn't pop up.

Been using the same credit card since I got my iPhone. Its never been a problem before.
