Ok. My issue is I am unable to send text message from my iPad Pro to non apple devices. I turned off iMessages in message settings and now when I open messages it request I log into my Apple ID? I just want to be able to text apple devices and non apple devices. Version 10.3.1 What specific settings are needed to handle this simple task?

We are not alone with this issue, I too was able to send/receive sms msgs. as well and at the time did not own an iPhone, I later purchased an iPhone and after activation my iPad would not send/ receive S S msgs; I could only send iMessages to Apple devices only with it. I no longer use Apple devices and have purchased a new smartphone (non Apple) and have lost all my confidence in Apple devices because they have gone too far with their greedy technology to control other people's lives. Just my 2 cents!
I do not know what you were doing or think you were doing, but no iPad has ever been able to natively send or receive SMS or MMS messages. And no carrier offering iPad data plans offers texting because the device itself is not capable of doing it.
SMS texts have an obligatory requirement for a cellular telephone voice channel. They do not and cannot be sent over a cellular data connection or any other form of internet connection. They are sent in a small unused portion of the cellular voice channel bandwidth.
Since no iPad can make a cellular telephone voice connection (and no iPad has ever been able to do so) as it does not have the hardware to do that, no iPad can send an SMS text by itself. And no iPad ever has been able to do so.
When Apple developed the continuity feature in iOS and OS X (introduced with iOS 8 and OS X 10.10) , it then became possible to pair an iPhone with an iPad. The iPad then uses the iPhone to actually send and receive SMS texts. But without an iPhone, an iPad has no such capability and never has.
An iPad by itself is limited to internet messaging services only, such as Apple’s free iMeassage Service. You can use email and carrier’s SMS email gateways to send people SMS texts as email as well (e.g. for an AT&T customer, emailing the message to there 10-digit-telephone-number@txt.att.net).
When my iPad was setup with AT&T I was able to send text to anyone via SMS or iMessage. But now that I dropped AT&T on my iPad Pro, I can only send messages to those who have iMessage. My iPad Pro 9.7 has both Cellular and WiFi. I have Cellular turned on now and thought that would work but it still doesn't. I have Handoff turned on. Not sure what else I need to do. It keeps telling me "Not Delivered". 8*(
Hi gpadick. As you can read in this thread, the normal way is to pair the iPad with an iPhone, which can relay the SMS over the phone network. The iPad has only cell data service, and cannot access the voice network. If it was possible with your AT&T carrier, they must have provided a relaying service as part of your contract.
Hi Diana. Hmm. Not sure. So how do I pair my iPad with my iPhone? By the way, my iPad has WiFi and Cellular connectivity.

On your phone go to Settings/Messages, tap Text Message Forwarding, and turn on the iPad. Note that it must share an Apple ID with the phone. On the iPad go to Settings/Messages, tap on Send & Receive, and tap your phone number.
I don't see that in my Setting/Messages. I only see iMessage...Send as SMS... then down further MMS messaging. But no where on this page do I see "Test Message Forwarding". I am on iOS 10.3.3 too.
